My concern is that if transpiration is stopped (instead of just slowed), 
the leaves may heat to unacceptably high levels and you wind up with a
burnt shrub.  I'd be much more inclined to use it on shaded shrubs than
ones in full sun in a drought situation, or to use it just on the "sunny
side".  I've not used it on shrubs in drought, but have used it for
winter wind evaporation, a different kettle of fish.
