[CH] when are they ready?

Hi everyone from sunny Melbourne Australia.  Fabulous weather we're having
and my chiles are loving it.  Have a couple of questions.  Among other
varieties I'm growing Anahiems and Big Jims.  They're most commonly used
green, right?  How do I know when they're ready for picking, assuming I
want to use them green?  I suppose that goes for other chiles like
Jalapenos and stuff. For red chiles it seems rather obvious because you
wait for them to change from green to red.

Oh, I also have some Serranos and they're really slow to even start
flowering.  They're in the same area as the other chile plants that have
lots of chiles on them.  They get the same fish emulsion feeding weekly and
the soil is the same, as far as I can tell.  Is it normal for them to be
"late bloomers"?
