I can't give you any advise about permits, because every state is
different.

However, re: kitchens.   Many churchs have approve and licensed kitchens
and since many congregations are needy, they are usually happy to rent
their facilities  to small business people
you can check with your local Farm Bureau about some of the other
questions you have re growing, harvesting,  etc.
