I think you're entirely correct. A year or so back I read of the (I think) tea industry, which had regulated itself more or less in this fashion and had been notably successful at it. (I'm not positive it was tea, but it was something along that line.) I see no reason why chili producers couldn't be at least if not more successful, and the huge amount of money not wasted in tribute to bureaucrats would be gravy for both producers and consumers.
