My answer is no. Chili does not use seafood.

Chili contains beef or other mammals, onion, garlic,chiles,cumin,oregano 
plus a few other odds n ends, but not seafood.

So if I were to make a concoction such as this, find yourself a chili 
recipe that looks good. Cook it up, however the most important part is 
dump the seafood in late in the cooking cycle.
