[CH] Flying Fish Fungus

Dear Chile-Heads:

My little seedlings (Guajillos, chiles de arbol, Bolivian Rainbows,
Fatalis, Anchos, Pasillas, and Ajis, along with a bunch of odd tomatoes)
are looking oh so perky, sitting happily under their fluorescent light,
merrily ingesting their Peruvian Seabird Guano cocktails, awaiting the
advent of the official Last Frost Day so they can move into their new
outdoor digs. However.....some of the plants have a substance that looks
like flying fish roe sitting on the surface of the soilless mixture in
which they were spawned. The plants themselves are untouched by these
little orange globules, and don't seem overly put out by their presence, as
of yet.

Does anyone have a clue what this stuff is, what, if anything, I should do,
if it's going to create problems, and if so, would an application of
fungicide (I have a feeling it's some kind of fungus) create more problems
for the plants than the fungus?
