[CH] Small yellow bugs on 2 plants.

Hi people,
I took a close look at my chile plants today and noticed these small 
yellow lice like looking bugs on 2 of my plants. They're very small and 
I noticed them under the leaves and inside the new foliage of the plants 
mainly at the top of the plants.

Does anyone know what these things are and how to safely remove them 
without harming the plant.

Any help much appreciated on this.
