An experiment in controlling damp-off with chemials

Basic thoughts.
1. Damp-off is a fungus. Chlorine is the best known chemical to
   kill fungus. 

2. Using some basic thoughts from Jerry Baker 1 drop per.

Questions
1. When is the best time to apply and how to apply
2. What is the best amount to use.

Intial experiments.
4 drops per qt, applied as a watering type use, killed the plants
think the reason was it killed the good bacteria in the soil.
1 drop per qt. same as above.

1 drop per qt, misted on the surface between waterings, allow the surface
to dry, apply as a mist with a Haws plant mister. Allow 1/2 hour
for chlorine to evaporate. Then water.
Seems to help. So far plants treated this way seem to be healthy
after 3 applications. (@#$%^&* Kitten killed 1/2 of them)

1 drop per cup: too much
1 drop per pint: too much  

1 drop per qt misted on surface when wet did not seem to help

This is an experiment, done only with California Wonder Peppers.
Not tried on any other plant.

If anyone tries this, please let me know your results good or bad.
