[CH] seed starting in northern Calif.

Yoohooo!, anyone here in northern Calif. (Santa Rosa, 50mi north of SF) have
tried and true timing for when to start chile seeds.  I was thinking of 
starting some indoors under flor. lights, but not sure how to time it.  Also, 
anyone got a good web site where it maps out the gardening region.  I think I'm 
region 7 or 9, but not really sure.
