There are no stupid questions, but occasionally we see some stupid answers. There are a lot of pepper diseases, and the best identification guide I've seen is "Pepper Diseases: A Field Guide" published by the Asian Vegetable Research and Development Center. Amazon.com says it's out of print, but in can be purchased from AVRDC. I have a link to their site on my bookstore page. It took about 3 weeks to get the book from Taiwan from the time I sent my check but it is well worth it.
