I would be more concerned with the depth of the pots than the diameter; it seems to me that you would be better off putting the peppers in five-gallon pails (punched with drainage holes, of course) than traditional pots. My reason for this is because of the root systems I have encountered on pepper plants I've grown. My red savinas last year, for example, were anchored by long, thick taproots that went much, much deeper into the soil than my tomatoes.
