Some pods can be hotter than others for a wide variety of reasons. 
Things that can stress the plant, or a particular pod, include:  insect
damage, chemical damage including fertilizers, environmental conditions,
genetics, and many others.  I deliberately use some of these 'tricks of
the trade' to rile up my plants.  Hot nights (above 74 F) are reported
to yield hotter peppers.  Lack of shade combined with high humidity puts
a real stress on the plants!  Underwatering (risky!) can fire 'em up. 
On the other hand, pampering your chiles can lead to mild ones.  Some
plants, like the TAM jalapeno are genetically bred for low heat.  
 
It is this wide variety of reasons that make the 'mine's hotter than
yours' debates pointless when arguing specific pod values.  As in many
things, stereotypes (varieties) can be mis-leading ;-)
