If you have trouble germinating them (sometimes they sprout in normal chile
timeframe, i.e. 5-10 days, presuming proper soil warmth of course), then
try the standard Solanaceae pretreatment: soak 30-60 minutes in 10% aqueous
Sodium Hypochlorite solution (i.e. 50% Clorox bleach and 50% water), then
rinse thoroughly with clean water, then plant per normal.
