I had a similar problem with cats and skunks.  Either they were digging or
just taking a nibble and then moving on to the next plant.  I used a smaller
version of a cattle fence.  I borrowed from a friend but you can buy one at
your local hardware store.  You hook it up to 120 volt supply and it induces
a voltage that does not kill the animals just scares them away.  They have
not returned as of yet.  I think there is a unit that is hooked up to a 12v
battery also.
