[CH] Italian Shepherd's Pie

Found this recipe in an old magazine, and I decided that it would make a
great Chile Head item....so here it is, with some major modifications!
1 1/2 lb ground beef...I used half beef half pork, use what you wish
1    large onion finely chopped
3    cloves of garlic, minced
2    jalapenos   OR 1 jal and  1 hab. seeded and minced, or more to
taste!
2    cups of chopped carrots
1    cup chopped celery
1    can rotel or similar, whirled in the blender
2    tbls tomato paste
2    tsp dried oregano
1/4 cup chopped fresh basil OR 2 tsps dried basil...I happened to have
fresh
salt to taste, but be careful
In a dutch oven or heavy pot, cook the meat, breaking up the pieces,
until no longer pink, drain excess fat, and add all the vegetables and
the basil and oregano. Cook, stirring for about ten minutes, until the
veggies are a little cooked, then add the tomatoes and the paste, and
cook on medium low, covered for about 15 minutes. Check for how wet this
is, and uncover, and cook, until liquid reduced. This may be done up to
a day ahead, refrigerated.
Garlic Mashed Potatoes and Beans
4    large russet potatoes, peeled and quartered
2    tbls olive oil
8    cloves of garlic, chopped medium
1    19 oz can of white kidney beans, drained and rinsed
1/4  cup fresh chopped parsley
1    teaspoon chile powder, I used Calvin's
2    tbls fresh grated parmesan cheese
2    tbls dry breadcrumbs
Cook the potatoes in boiling salted water, until done, drain, reserving
some of the water. In a small sauce pan, simmer the garlic in the olive
oil, until soft, but not browned. Add the beans to the potatoes, add the
garlic and the oil as well, and mash, adding more of the reserved liquid
if too dry. Add salt to taste, and the chile powder and the chopped
parsley.
Mash all very well, the beans will not totally mash, that is good! Place
the reseerved meat mixture in an oiled 9"X13" casserole dish, and spoon
or pipe on the potato bean mixture. Mix cheese and breadcrumbs, and
sprinkle over the potato. Sprinkle more Calvin's or other chile powder
lightly over this, and bake in a 350F oven for about 40 minutes. This
will serve at least six, more or less, serve curried green beans with
this as an extra vegetable.
