I politely disagree with this Byron. I do not transplant until one or two set of true leaves show up and keep the heat on until a few weeks before I start taking the plants outside periodically. No scientific backing as to why, but I have always ended up with very nice sized, healthy plants that end up with very good yield. Oh yeah, and in addition to heat I keep an oscillating fan blowing lightly over the seedlings. I helps to avoid the little gnat looking bugs and I think it helps form stronger stems (generalizing from the method of not staking small trees).
