Suz- I'll offer my $.02 worth, but not being an expert, it's probably not worth a penny. Seedlings are subject to damping off, a fungal disease at least partly genereated by too much moisture. The surface of the soil needs to get dry or almost dry before the next watering. I would think this would limit the usefulness of drip systems until the plants are established "adults". As for morning or evening, Bosland recommends morning, so the plants have the day to dry. I have also read that pepper plants don't take up moisture at night, but they do in certain circumstances. (I came home from a trip, during which my neice's husband had agreed to water my pepper plants, to find most of them wilted from neglect. I watered at midnight and they had perked back up by 1 am.) I try to water in the morning when I can. Speaking of watering, we had an inch of rain yesterday...first real natural watering my peppers have had in months. They sure like it better than city water.
