[CH] Chile-Virgin Seeks Advice!

Dear C-H'ers,

I've never had much luck trying to grow chiles right by the ocean, but
decided to try again!
   
Have about 30 jalapeņo seedlings (1" - 2") in a tray, looking good!

When should I transplant, and should I try outside again (sigh!) or keep
them indoors?
