Myron ,try wall of water protection for your young seedlings. When I lived in Illinois the wind blew constantly,much like your situation near the ocean. Could also help some on the salt air effects on your young seedlings. I currently have 25 tomato plants in the ground here in north Arkansas,with wall of water pyramids over them.Next week should get in my chile plants that I grew from seed. Wall of water will also keep the moisture in the ground, and not evaporate into the air. I can't rave enough about them. Individually they are expensive, but well worth the cost.
