1) black plastic will warm the soil better, and  probably keep the weed
growth down better than any other colour, its used widely in the UK for
growing potatoes under, i'm trying it for myself this year. (obviously if
sunlight/warmth is not a problem then black may overheat the soil??)

2) i tried strips of towelling for this, failed miserably, I don't think
rope will work any better. Proper capillary wicks/matting should work
better.
