The way I understood this law, if the germination rate was 85% or higher it
did not have to be published, Germination rates between 50-55% to 85% had to
noted on the package and in catalogs, Below the 50 to 55% should not be
sold.

I know that every package of seed that I have purchased from Stokes has
germination rate printed on package.
