[CH] Need more input

Greetings fellow Chileheads,

  A couple of questions for y'all.  The chile plants that I have growing at
my mother's house have grown quite large, but I am finding that there are
two problems with the chiles themselves.  First, the Red Hot Peppers
(looking like New Mex's) are universally rotting near the tips of each
chile.  Not *at* the tip, but just back from it.  Why?  Any ideas?  Bueller,
Bueller?

  The other problem is that all the chiles, jalapenos, cayenne, habaneros
and the above mentioned New Mex-types are all about 1/2 their normal size.
I actually had one jalapeno that ripened to bright red and was only about 1
inch long (2.54 cm for those of you who are Imperial measurement
challenged).  Again I ask.  Why?

  Any help would be gratefully appreciated.
