Here's my technique. I use a dehydrator to dry my habs, put them in a blender to break them down into little flakes, and then put them in a regular table-top pepper mill (the kind used for black pepper that you have to manually twist). That way, I have very fresh and very fine hab pepper powder. This worked great during the low-humidity winter months, but once the humidity set in, the stuff went limp and wouldn't grind well. So lesson learned: I've got to use it all up before summer!
