Sounds like someone arranged the plates with some ornamental peppers as a garnish, and some people ate them. It has been mentioned here that while the ornamental varieties are edible, their flavors tend to be unpredicatble and not always tasty. Here in the Mighty United States of America, such a garnish is usually just a tough little leaf of dark green lettuce, and few people eat it. Finishing off the garnish is sometimes seen as a little bit odd or impolite, as in Asian cultures in which eating every last grain of rice is a way of saying that your host didn't put enough food down. Heh, I think a few latent chile-heads at that event started getting into little contests to see who could eat the peppers.
