Why bother with something that has to be laundered, and is either hard to
keep closed (open-top cloth bags) or a hassle to unseal when wet
(drawstring or tie types)?  Buy a large-size teaball or two.  They're
cheap and extremely useful.

Or just put the chiles in a coffee filter,  pull the filter up around 'em
to form a pouch, skoonch the open end together and wedge it in the tines
of a fork.  Instant giant no-hassle teabag.
