Hi C-H's,
I bought an electric seed tray heater recently and thought you might
like to know the details.

When placed on the concrete floor of our basement (ambient temp =
20degC/68degF) the seed tray stabilized at 27degC/80degF. When a
sheet of 1" thick laminated counter top (chipboard) was put on the
floor under the mat the tray stabilized at 32degC/90degF. I hope this
helps you find your preferred temperature of germination.
