Many people put 2 or 3 seeds to a pot. I place my seeds between moist folded paper towels and place the paper towels in a baggie to prevent it from drying out . I check the seeds twice a day(once in the morning and once at night). The paper towels will maintain an optimum moisture level for germination. As soon as I see the root hook emerge from a seed I plant it. That way I know the seed I planted has begun to germinate. This method of germinating seeds requires a little more attention because if the root hook emerges too far out of the seed it will have expended too much energy to take root in the soil but that shouldn't happen if you check your seeds twice a day.
