I cannot imagine trying to grow them successfully in a 4.5 pH. The limits are about 6.0 and 8.0 for decent growing conditions. Chiles generally like warm, full-sun locations with a well-drained loam or sandy-loam high in organic material but moderate fertility. Thanks for sharing Danise
