I do recall some parties where there was A LOT of drinking going on, and the police only bothered the kids on the sidewalk, and then only if the beer wasn't in a brown paper bag. There was also a little known statute that minor driving violations(not DWI) could be negotiated down. If you could sweet talk the cop into it, it was no points and no moving violation. This too was repealed last year.
