[CH] insect, fungus, UFO alien...?

Some of the plants in my garden (chiles, beans and tomatillos) are 
showing up with what looks like alien "crop circles" on their leaves. 
It's a white, powdery deposit generally in the form of a circular 
spiral.  The white substance can be smeared with a finger or washed 
off with water.  I've never seen anything like it before.  For now, 
it doesn't seem to be harming the plants, but I'd sure like to know 
what it is and if it might.  Any input would be appreciated...
