I start my seeds here in NZ in July and August. Maybe a bit cooler than
Sydney. The whole idea is to get the plants going well by the time the night
temperature is above 10'C to grow well. You will pick peppers  most of the
winter then.
I am still picking fresh peppers in which is our mid winter. Although I am
pretty sheltered from frost here at the beach
I picked two grand Rocoto's from against the north facing fence today for a
stir fry. Go really well in that there is plenty of body to mix in rather
than just heat. Good luck
