I think it's an old wives tale with no scientific basis. If the plants aren't ready to set fruits because they need to grow some more or the temperatures aren't right or they have somehow been stressed they will drop their blossoms. I know a bunch of commercial growers and to the best of my knowledge, none of them send people out into the fields to pull buds off. IMHO, wounding the plant by tearing into tissue just opens more areas to invasion by diseases. I'm forwarding this to a large group of chile fanciers and maybe some of them will have different opinions.
