Cut them back when you take them outside. This is the first year I won't have a pepper to overwinter. I had to move rather suddenly in late spring/early summer and gave most of my peppers away. However, I used to put a couple of pepper plants in the unused bedroom of my old house. It was very cool and dark. The plants went almost dormant. In spring I would put them out under a heavily shaded tree and cut them back, then work them back into as much sun as you could get in that yard, about 4 1/2 hours of full sun a day. Our winters are very short, the plants only had to be inside from about mid to late November to early March.
