Here in the southern California high desert, I have about three jalp plants that are in their third year outside and vigorously producing, having survived two winters outside. Also several bell pepper plants are on their second year. It's unusual to have a hard freeze, but it does freeze occasionally. These plants are close to the house, and also not far from the water heater closet.
