[CH] Swap seeds before Sept. 21

I just heard that USDA is going to enforce an old law starting Sept. 21 
that will require phytosanitary certificates even for seeds from other 
countries. I'm sure the U.S. Post Office will have to help enforce this end 
to biodiversity and fun, so swap your seeds before that date.  I don't know 
for sure who's behind this, but I'm very pissed off.  Margaret L
