I think I am going to go the greenhouse route for chiles.

Average temp was 15F below
normal. This year,  Cool last year,
so wet the year before, I had floating planks between the rows.

Winter project,  find a cooling
system/rules for a greenhouse. My starter greenhouse gets over 140F inside
there.

Byron,
When the climate is chansing a little bit more we will have change over to
rice in the coming years... and have to invest in a green house for the
peppers...
