Carol, The best tip that I have received re starting pepper seeds is a steady bottom heat of 85-86°F. The top of a shop light fixture, a TV, and my computer monitor top are close to that temp. My seed starter is a cardboard box, a $3 rheostat, 40 watt bulb and an indoor/outdoor thermometer. A string of Christmas tree lights is a great alternative heat source. Just unscrew enough bulbs to reach the desired temp. Chiles do root from cuttings. To speed things up use a rooting hormone or "Willow Water".
