My thoughts exactly. I see no reason that the form this individual received shouldn't be required by Dave in order to refund.
And just why is this all Dave's fault anyway? The person that ordered the seeds should bear some responsibility for ordering something that was illegal in his country. ???
Recently I sent some seeds to Australia w/o problem. Although my envelopes are colorfully illustrated, they don't say "seeds" on them. Maybe Dave should ship in a *plain brown envelope*.
