my guess:

in mexico, right next to the street vendor that sells jicama (peeled, 
sliced, and sprinkled with lime juice, salt, and chile powder) is the 
orange vendor...he has this neat little orange peeler that looks (and acts) 
like a fruit lathe, peeling the orange in one continous strip as he turns 
the crank...when you buy the peeled orange, he gives you a little packet of 
chile powder...or, sprinkles it on your orange for you...

so you're not far off with the salad...harder to eat while walking down the 
street, maybe, but it should be even tastier than the orange/chile...
