Actually, I find it much more offensive that they are used in the bathroom.
At least in a restaurant the next table isn't forced to hear your
conversation, unless you are quite loud and more importantly, the person you
are talking to isn't forced to hear something unpleasant in the background.

They can be used outside or in the lobby (where telephones used to be
located).  However, most people are not loud on the phone -- those that are
quite obnoxious tend to be just the same when talking to their dinner
companions as well.  I find that someone answering the phone is less
annoying than letting it ring.

Of course, if you find it unbearable, perhaps you could spike their food
while their attention is distracted?  Using that bottle of powdered hab that
I am sure you carry at all times.
