Don't claim to be an expert by any means and I agree with Byron on the repellant bit but I have heard of and seen death by garlic. It has a limited capacity to kill soft bodied bugs, i.e. aphids, the soaps that I use in my mix tend to wash the protective waxy coating off some bugs like mealybug and ladybird larvae) and also smothers them. So if you want to protect your ladybirds and other beneficial bugs use as you do with any other poison, with caution.
