Dried chiles, heated in oil to 225F and held there for 15 or 20 minutes will keep a good six months at room temperature. With garlic, one needs to be more careful. As a side note, I recently saw some chiles packed in vinegar in decorative bottles in a local drugstore. They were on clearance, so I was going to buy a bottle. Upon closer inspection, these things have a small tag on them that says, "For decorative use only. Do not eat." So....just be careful with what you buy, I suppose.
