Here's a little transplant out tip from Stokes Seeds Ltd,
St Catherines, Ont/Buffalo NY,  That appears to be able
to work anywhere.

This is really hi tech ;-)

Take a compost type themometer,   stick it in the soil at 
8 AM,  If the temp is over 60F, it's time to plant the chiles..
