One bit of advice I'd have for you is to try to find a company that actually grows it's own seeds. This eliminates the possibility that the wholesaler that a company bought seeds from mis-labeled the seeds. Also a company that grows it's own has a handle on prevention of cross-pollination that distorts the purity of the seed. I don't want to sound cavalier but we haven't had these type of complaints and we grow and harvest our own seeds. I get even more nervous when I see a company's seeds labeled "not fit for human or animal consumption"..what's up with that? I like seeds that are sun and air dried the way good ole Mother Nature has been doing for millions of years. I buy seeds from competitors to test new varieties..along with many other sources such as USDA, customers, friends and family overseas etc, and quite frankly I've recommended Pepper Gal before.
