The Calif. Certified Organic Farmers have these postings on "bleach"

R[egulated] (on the final food, seems like seeds might not be a problem)- 
Bleach. Includes calcium hypochlorite, sodium hypochlorite and chlorine 
dioxide. Allowed as a sanitizer on food contact surfaces. Wash water treated 
with chlorine compounds as a disinfectant cannot exceed the Maximum Residual 
Disinfectant Limit under the Safe Drinking Water Act, currently 4 mg/L 
(residual) expressed as Cl2.

A[llowed] - Hydrogen peroxide

3. Section 4 - Crop Standards
... Sanitizers and disinfectants used must comply with the standards in 
Section 8 (see §8.3.1 for Crop Materials and §8.3.3 for Processing and 
Handling Materials). Chlorine bleach may be used to ...
