I grew Francisca Habs this year. I was cutting open pods from the last batch of the season to dehydrate them when I noticed what I am pretty sure is the same yellow-red, oily, sticky stuff that you noticed clumping your seeds together. I took a steak knife and just dipped the tip into a drop of it and touched it to my tongue. I am not sure what it was but I can tell you that it was hot to the extreme. I have wondered if it was pure cap oil and if it weren't it was close enough for me. I also got a good blast of the Hab flavor with it. Needless to say I plan to try it again next year.
