The first place I would try is a Sherwin Williams paint store.  When 
we redecorated our house they had stencils on a display and 
there was a catalog of many more you could order.  I don't 
remember any chile stencils but then we weren't looking for chiles 
at the time.

Next bet would be a craft store where you could buy the materials 
to make your own stencils.  If you're artistic at all I don't think it 
would be that hard.
