I am about same latitude as you are with even a shorter growing season.

My way of "Getting even" with the system is this.

A basic ~~ The day's to maturity are based on the days from transplant
to the first ripe fruit. I have less 90 days of pepper growing weather.
Typically a pepper transplant is about 2 to 3 in tall in a 2 in deep pot.
Started 6 to 8 weeks before plant out.

I start mine 16 to 20 weeks before plant out. As soon as my seedling
emerges
from the seed starting medium it goes into a 1 qt deep pot. About 4 weeks
before 
plant out these go into a green house in 1 or 2 gal deep pots.  

When I plant out I have 16 to 24 in tall transplants with a deep root
system.
This gives me about 4 to 6 weeks of pods ripening on the plant. Before my
first
frost. I don't get as many as I would like, but I have a lot more than what
is available
locally.
