Least toxic (& possibly cheapest) way is good old fashioned sticky flypaper,
in the UK we can buy special yellow (whitefly love the colour yellow)
flypapers, dangle them right down in the foliage of the plants, works for
tomatoes, should work for peppers.

Also, you can use a biological control, a type of parasitic wasp which lays
its eggs in the whitefly 'maggot', this has to be released BEFORE the
whitefly are a problem.
