Peppers will root like tomatoes but not as readily. If the early planting weather is wet and damp, they will most assuredly rot at the soil line as mine did. That led me to believe (falsely) that peppers won't root from the stem as tomaters do. Last spring was warm and dry, planting peppers ala tomatoes worked like a charm. I think it was Brent that straightened me out on this. Preparing the planting hole with a root food about two weeks ahead of dropping the plant in also worked well. The same game with transplanting seedlings (to larger quarters) before setting them out is not recommended in my experience. I had good luck repotting seedlings just a little deeper, little or no lower side leaf removal. But when I set them out, I did as you suggest. Gareth the ChileKnight
